that Snape got the once-over-lightly treatment...he probably had to
really, really show that he was sincere about changing sides.

Was Peter part of the Order? DD did not make Peter the secret keeper;
Sirius changed DD's plans by making Peter the keeper. Also, I do not
think that Peter is an Occulmens. I think that his mind is an open
book. Voldemort seems to know exactly what Peter is thinking -- read
the begining of GoF when they are both at Riddle's house.
I think that Peter will become useful to Harry in book 7 -- by paying
him back for saving his life. It will also not be planned (since
Voldemort would be able to read this from Peter's mind) but something
that happens in the moment. An event will occur that will cause
Peter to react to save Harry's life. It will be a spontaneous
reaction, and it will catch Voldemort off guard.
DD uses criminals and breaks laws to suit his needs. Snape was a
death eater -- he has the mark. Why would anyone hire a murderer or
someone belonging to the DE club? (I wonder what the initiation to
the DE club entails?)
DD must really need Snape to accomplish something.
