While I agree that LV doesn't seem like a very formidable opponent at
the moment (more like a serial killer than an evil overlord), he
probably seemed more formidable during VW1. Lucius, who was probably
in his early twenties when he joined, probably did so because of the
anti-"Mudblood", anti-Muggle agenda. Severus, who was five or six
years younger, probably joined in his late teens to use his talents
and gain some recognition. (I personally think that Lucius persuaded
him to join.) At any rate, both LV's appeal as a leader and his power
were apparently greater then than now. I expect, though, that we'll
see something like the Voldie of the 1980s in Books 6 and 7.
Carol, who thinks that maybe we're all too spoiled by Sauron to
appreciate a sorceror villain with more limited control over his followers
