Permanent Sticking Charm Hijinks

Hey Ya'll!  :-)

I was flipping through OotP this morning when a funny
thought occured to me.  According to Sirius,  his
mother put a Permanent Sticking Charm on anything she
didn't want thrown out.  I can't help but wonder:  can
this charm be used on a human being?  (Picture Draco
and Pansy strolling down the street holding hands. 
Now picture Fred and/or George sneaking up from behind
and applying the charm to their hands)  

Now there's an April Fools Day joke for ya;  lol!
