I read this comment in the same way that someone in 1896 might have 
said "I never thought I'd see the Olympics played again." Since the 
games ended in 393 CE, that speaker couldn't have personally seen 
the games before but knew about them and would see them 
occur "again" in his/her lifetime.

The Goblet didn't care about the age of the contestant. That was a 
new safety precaution started for this tournament. That's why 
Dumbledore put the age line around the cup – so no one underage 
could get close enough to put their names in.
