Voldemort was interested in the prophecy becuase he knew it applied to
him, but he did not know the full contents. Voldemort would be most
interested in the exact terms that apply to his or Harry's downfall.
Use of the prophecy as a weapon would depend on the full text of the
prophecy. Voldemort would ideally want the prophecy to lay out the
way for him to destroy Harry. A list of requirements leading up to
Voldemorts downfall would also be useful, as it would allow for
Voldemort to look for, and reverse any prerequisites on his death.
The prophecy is not a weapon in the sense of a gun or a sword. It
should be thought of as being like military intelligence. The
knowledge of when, where, or how to strike can often decide a battle
before it occurs. The fear and uncertainty of not possessing needed
information can also be quite damaging.
