I think he did. This was my impression in book 4 and it grew even more obvious to me in book 5. 
There is much reference to the 'voice' in his head, which in my opinion makes Harry insecure and leads him down false tracks. It misleads him, feasts on his sadness and feeling of loneliness, desertion by his friends. Perhaps Voldemort tries not only to use Harry as an instrument by sending him irritating dreams but hopes to 'convince' him to become his ally and get rid of Harry as soon as his goals are achieved. 
I think it's indeed somehow protecting to develop Hermione's 'voice' as his 'conscience' to not be open to all the negative input of Voldemort's.
