But Sirius was in prison for a long time-which would be a good explanation for his lack of knowledge. Also, when Lord V. was taken out of the picture for so long, the Dark Mark may simply bhave faded away until he regained strength, and also it might only display itself when he is summoning his co-horts. (Hence Snape's remark that it had faded from the bright red to black when he pulled up his sleeve to display it as roof in backing up Harry's relating his experience in the graveyard during GoF in the confrontation with Fudge.
Of course, we don't know if ALL the DEs had the mark in the same place; some may have had it in a far less noticable/findable spot. It could also be as simple as being able to cover it with the kind of waterproof makeup some people use to conceal port-wine birthmarks or other skin conditions. My guess would be that it's more along the lines of the first idea-its connection to LV is related to LV's power...lacking power = a faded Dark Mark. 
And I STILL think the only thing JKR revealed during that chat was that Snape isn't LINKED to vampires (see my comparison to Lupin/werewolves).
