Sigune:
But of course matters would really be very simple if all you had
to do to identify a DE was just to look at their left forearm.
That is why I thought that maybe DE's could use a kind of charm
to hide it, much like the spells wizards use to keep themselves
unnoticed by Muggles.

Potioncat:
Charm or invisible there must be something. In fact, that scene
still works like this: the mark is not normally visible unless
LV makes it so. But Crouch!Moody says to Snape, "Some marks
don't come off." referring to fact that it was coming back.
Snape of course, would wonder how Moody knows that or thinks he
can see it with his eye.

Debra:
Perhaps there is a charm automatically on all DE's Dark Marks that
make them invisible to all but other DE's, and Moody's eye is
powerful enough to see through this charm. But why would he keep
this a secret? Sirius didn't know about it in GoF when he
said "[Snape] showed Karkaroff something on his left forearm? Don't
know what that could be..." (from memory). Wouldn't the Ministry
want the magical community to know about the Mark so they could
judge people for themselves? This actually leads me to the
conclusion that once Snape started working for the good side he
told them about the Mark thing. But this happened before
Karkaroff's trial, and why would they let Karkaroff out of Azkaban
on one name when they had this information from Snape that could
give them multiple DE's?

Bella:
Again, so sorry for replying a week later...I can't seem to get
caught up! (I guess it doesn't help that I read The da Vinci Code
this week, on top of doing school work!)

Anway, I want to address Debra's comment about Moody seeing the dark
mark. Whoever said the *real* Moody could see the dark mark??? Is it
not Crouch!Moody who makes the comment about some marks never coming
off?? Of course Crouch!Moody would know about the mark! Crouch
himself would have one! (Maybe not when he is in Crouch!Moody form,
but when he is himself...)

As for the visibility of the mark, wizards appear to wear robes most
of the time. I always pictured the robes having long sleeves. No one
would have to see the dark mark, so no wonder why it wasn't well
known. And since it seems to have faded when LV lost power, it would
not have been visible to authorities when the convicted DEs were
brought prison at the end of VWI.

Just an opinion :)

Bella
