As a New Yorker, I have no problem with Karkarov/ff and Dolohov (and 
Zabini, Chang and Patil for that matter) being simply Brits of 
foreign extraction. Karkarov, especially, speaks as if he went to 
Hogwarts. Maybe his grand- or great-grandparents fled the revolution. 
Or maybe he's Russian like I'm African, which is to say, far back and 
not very. Over here, city people are likely to have any old surname 
and the matter of nationality only comes up on holidays where you 
bring a baked specialty to school or work.
