All these seem like good ideas, and I will not attempt to challenge
them... However, I will append to them with some predictions of my
own:

#11: Plot will largely revolve around the Ministry of Magic's bungling attempts
     to stop "Lord Thingy".  Percy will become head of the Dept. of Magical
     Law Enforcement and employ ruthless (and ineffective) tactics that would
     make Barty Crouch, Sr. swell with pride (see below for particulars).

#12: The Ministry will set up a Wizard equivalent of Guantanimo Bay,
     where *suspected* Death Eaters will be incarcerated without access
     to family, friends, or legal council.  Someone whom Harry cares about
     will be sent there.

#13: As Ron has predicted, Percy will incarcerate one of his family.
     My guess is that it will be Arthur (An ironic reversal of the
     Crouches -- *Son* turns in *father*!)

#14: Voldemort will work to build up his "Army of creatures whom all fear".
     Among his new allies will be the dreaded Lethifolds (see pp. 25-7 of
     _Fantastic Beasts & Where to Find Them_), which Voldy will try
     to use against Harry.  Meanwhile, Dumbledore will be creating
     a defensive menagerie of his own, with Hagrid's help.  Buckbeak, Fluffy,
     and Grawp will be among those taking part.

#15: The next time Harry uses the Patronus Charm (against a Lethifold?)
     he will find that his Patronus has changed -- from a stag to an big,
     bearlike dog!

#16: Harry will use Sirius' two-way mirror to communicate with someone
     (but not Sirius).
