Per the text- CoS, Amer. ed., pg. 50
"The man who followed could only be Draco's father.  He had the same pale, pointed face and identical cold, gray eyes."

That's from when Harry ended up in Knockturn Alley, the first time he comes across Lucius.     I even went a bit further to the scene in the bookstore but didn't see mention of his hair color.
