I think the answer to your question is on the previous page (previous
relative to the text you quoted pg 75).

This is followed by a brief narative and discussison of him being the

I think Scabbers heard the name R. J. Lupin and in a matter of seconds
he went from his usual laid-back snoozy rat-self to Hyper-Paranoid.
What if Ron took Scabbers out of his pocket and Lupin recognised him?
I think it was this sudded shift in Scabber's state of mind that
triggered the Sneakoscope.

But that's just my opinion.
