I think it's rather clever. Lucius means 'light', Malfoy means 'bad  faith'.
In his name we have encapsulated the outwardly respectable, philanthropic  
man who gives money to good causes and ingratiates himself with the wizarding  
hierarchy as one of the great and the good but who is in fact in league with 
the  devil, or the WW's next best thing. He portrays himself as 'light', but his 
 surname warns us (as if we needed warning) not to trust him.
