Doesn't that end up with the same conclusion though? Cats don't have an
innate ability to communicate with Muggles, so even if it's the cats rather
than the Squibs who are initiating the communication, it still means that
there's something more to Squibs.

Who knows? She could. There's no conclusive proof (though I think she's
telling the truth myself...)
But I think we're on stronger ground talking about Mr Filch, who we know to
be able to make use of the magical features of Hogwarts (like the Room of
Requirement). It's probably a lot more than that: I would imagine that
_everything_, from the taps to the toilet flushes in Hogwarts, rests on a
charm rather than a mechanism - Argus would have a very uncomfortable
existence if he couldn't use any of them. Also it's not suggested anywhere
that he's confined to the premises - so if he can go down to Hogsmeade for a
pint, say, then he can find his way back, thereby circumventing the charm
that keeps Hogwarts unnoticeable by Muggles.
But JKR alone knows all
