What Voldemort is saying is that without care, he will lose his
corporeal body; his physical form, and go back to being Vapormort.

Wormtail has managed to restore Voldemort to some minimal physical
form which I assume is the first stage to getting back his full body
using the Blood, Bones, and Flesh spell.

Also, without some even limited physical form, Voldemort is incapable
of doing magic, and is therefore incapable of bullying and
intimidating people into doing what he wants. Without an even limted
physical form, he has no way to entice the Death Eaters back into his
service.

As far as where Voldemort has been, that is explained near the end of
the book. Voldemort went back to the Albanian forest where he existed
in his intangible form until Wormtail came looking for him.

There is a big difference between knowing and proving. Dumbledore
could have told people but with no real proof, no evidence, with only
the testimony of children who may have been bewitched, there wasn't
really much anyone could do. Given that Sirius was the most wanted
criminal in the entire wizard world, it wouldn't have been wise to
admit that Harry and friends, as well as Dumbledore had been
associating with him all of the current year and part of the previous
year. 

Simply informing people that Peter was alive would do virtually
nothing to clear Sirius's name, and would expose other people as
potential violators of the law.

No, I think Dumbledore did the only thing he could do, which was keep
things quiet until Wormtail/Peter revealed himself, or Dumbledore
captured him, or in some other way, there was sufficient proof to
clear Sirius's name. 

Personally, I think Harry should go the same route with Sirius as he
did with Voldemort's return, and that is to give an interview
explaining all the details, and let people believe what they want. 

In this one particular area, Harry has tremendous credibility. No one
has more apparent reason to hate Sirius than Harry does, so if Harry
is thoroughly convinced of his innocents, and Dumbledore backs him up,
it's difficult for other to doubt him.


Just a thought.
