2 questions re: LV & Serius

Maybe you guys can help me understand this better: In re-reading the 
GoF to my 9 year old, I came across 2 things that puzzle me...

1.) In the beginning of the book. (First American Edition, p.9)LV 
says to Wormtail..."How am I to survive without you, when I need 
feeding every few hours? Who is to milk Nagini?"...."a few days alone 
would be enough to rob me of the little health I have regained under 
your clumbsy care...."  What I don't understand is where LV has been 
since the end of PS/SS? Who has been "caring" fo him? and the 
statement, "how am I to survive?" makes me think this was just an odd 
choice of words for LV, or else he really shouldn't be alive...unless 
someone or something else was caring for him?

2.) I was wondering about the protection Harry has each summer at the 
Dursleys, and whether that has anything to do with why DD didn't at 
least TRY to tell anyone else that he knew Wortail was alive...he 
gave his reasons for having Harry & Hermione save Serius & Buckbeak, 
because no one would believe a Werewolf, and a couple of 13 year 
olds, and that his word was not enough, but I almost felt that was a 
little bit of a cop out. I guess I wanted him to at least tell the 
Minister of Magic, or the Weasleys, or SOMEONE else about 
Sirius/Wormtail being alive in order to help him, but he didn't, so I 
am wondering if he was afraid Harry would insist on living with 
Sirius if he was freed, and therefore give up Lily's blood protection 
at Petunia's? 

Any Thoughts to help me understand this?
