I have supposed it's even worse, as Goblins are a separate species,
and don't necesarily agree with human conventions on who owns what at
all. Certainly centaurs aren't very gracious, and goblins have been
known to repeatedly rebel.   

I speculate, in a non-cannon fashion.  Maybe as far as they are
concerned, Harry has a legitimate say in Sirius' goods as long as he
knows the vault or has the key.  Or, maybe they can see through the
ruse, know that Sirius wrote the letter, and don't care as long as
they can plausibly deny and say to the human authorities that the
letter wasn't written by Sirius, but by Harry.
