No, you haven't missed something. It's a purely personal impression 
of mine, that George is somehow less important, more vague as a 
character, than Fred. Since JKR has everything planned ahead, 
certainly the death of a Weasley, then it makes psychological sense 
that she would, unconsciously even, invest less in him.
