Maybe he did - but is Sirius going to be OFFICIALLY dead?  IIRC, there was 
nothing in the newspaper about his death - the only people who know about his 
presence at the Ministry are the kids, the Order members (none of whom would 
tell, I don't think), and the DEs who were there - some of whom may not have 
noticed his presence (too busy), and some of whom may not have recognized him 
(they didn't capture Bella).  We don't know if they'd be believed, at this point - 
nor do we know whether any of them actually saw him go through the Veil.

Fudge and the other Ministry folk didn't get there til after Sirius had taken 
his final curtain call, so THEY don't know.

Kingsley Shacklebolt is in charge of the Sirius investigation - I see no 
reason why he couldn't keep Sirius officially "alive" as long as they needed him 
to be.  Rumors of "sightings" in Brazil or Lappland or Outer Mongolia?
