Now Eustace_Scrubb:

I agree that those at Hogwarts who review Hogsmeade permission slips
accept them.  I imagine that means McGonagall (for Gryffindors) and
Dumbledore.  I don't think that the MoM normally checks those over; if
they did and found that Harry had been given permission by their
Public Enemy Number One, Books 4 and 5 would have been much different.
 So I don't think that the whole WW accepts Sirius as Harry's
guardian.

(I don't have access to the books right now..._did_ Sirius actually
sign the slips or did the threat of a visit from Sirius cow Vernon and
Petunia into doing so?)
