Well it must be different in the wizarding world or the Potters did give
Sirius guardianship if something happened to them because Sirius mentions
being Harry's guardian and his signature on Harry's permission slips are
sufficient enough for everyone so YES I would say he is recognized as
Harry's guardian by the WW.
