Geoff:
There has been discussion in the past about the magic quill and IIRC 
one theory advanced was that this information is picked up by 
Hogwarts and the Ministry is not aware of the pupil until he or she 
arrives at the school at the age of 11.

As you point out, Hary was a special case for obvious reasons.
