Butbut. In the first book, I think when Hagrid is explaining it all to
Harry on the godforsaken rock, don't we get to know that Harry has
been "signed up" for Hogwarts ever since his birth? I don't recall the
exact quote, which makes the reasoning more difficult, but I got the
impression that some sort of magic quill writes down the name of any
wizard born and a student-to-be of Hogwarts. 

Although Neville wasn't sure he'd ever get his letter, and it's true
that we know from the prophecy that Harry was in a special situation
even before he got the scar.

I'll go and look it up...
