I'm reconstructing a reply I sent during the period Yahoo was
vaporizing messages, for what it's worth:
I think the Dursleys _will_ sign such a letter (if a new one is
needed) rather than face the prospect of an unwelcome visit from Mad
Eye or Tonks.
I think the more important question is will Hogsmeade visits be
suspended during wartime?
