Now that he's dead. I assume the legal guardianship now resides
back with the Dursleys, and you know they won't sign the letter.

I thought the Hogsmeade permission form (or letter in sirius's case)
was a one-time deal. If parents allowed their third-year student to go
to Hogsmeade, why would they withdraw permission for the fourth or
later? Even if the parents were killed after they signed the form, it
wouldn't matter. The permission form would still be on file. In
Harry's case, I can't imagine McGonagall doing Harry the discourtesy
of sending another form to the Dursleys. In fact, I think that's the
one element of Sirius's legacy that Harry can count on, and it might
be the occasion for some reminiscences about him. "If it weren't for
Sirius, he wouldn't be going to Hogsmeade. . . ."
