As I see it, Reparo is used to repair something that has (just) been 
broken. Also, the things that are broken are not magical by 
themselves.
Ron's wand is broken in CoS, yes, but it was already much worn by 
usage (unicorn's hair sticking out in PS/SS). Most likely the final 
straw. Apart from that, a wand contains a magical substance. IMO, 
Reparo is most likely not a sufficient spell to repair somehing 
powerful like that.
Ginny's book is not so much damaged, but worn.

So, Reparo (repair) if you break something not magical. Spellotape 
if it's worn. And the dust bin at the end of everything! :-)
