I think your cannon memory is correct, and that there are two
potential points there.  It seems to me that the Goblins (as a
collective) would see both pieces of paper, though.  Perhaps they are
sufficiently bureaucratic that not the same individual Goblin saw both
halves, and it's an error?

Perhaps we should see this as an instance of money-laundering.  Would
they care that the money for Harry's purchase was laundered?  Maybe
they sent the money to the broom vendor thinking themselves that it
was way too much money to merely be spending on one of those
broom-thingies humans use, and didn't blink.
