Exactly, and don't forget that LV has had Rookwood's information about
exactly who can do what with a prophecy orb, and Rookwood himself is
at the DoM that night. Of course the DEs were going to try to take
the prophecy from Harry; Voldemort was never supposed to go into the
MoM that night at all. By the way, after the Order members had shown
up to the fight, Dolohov also attempted to "Accio Prophecy."
There may be a literary reason for only Harry and Neville having
actually handled the orb, I suppose, but I don't believe Lucius Malfoy
would have come to any harm if the Order members had arrived several
seconds later, after Harry had already handed it to him.
