I've wondered if that's also why he's been given a challenged memory, 
too.

I don't think Gran is doing anything to limit Neville's power.  I 
think she feels his father's wand would be the best wand for him. I 
don't think he was "given" a challenged memory to help him.  It was 
either a purposeful spell to hurt him or as a result of what happened 
to his parents.  Or it may have been a spell to protect someone 
else.
