Luna, a werewolf?  I don't think so.  The big reason is that the 
students of Hogwarts would've noticed.  After they learned about 
Lupin, I think most of the students put it all together.  The 
Ravenclaws would notice if Luna was gone for that long of a time.  
Someone would've put together that she was always missing on the full 
moon.  They don't care about Luna, you say?  They'd notice, even if 
all they do is torment her.  In school, the bullies always notice 
when their prey is missing.  Harsh, but real.
