Maybe more than you think. I have a feeling that the werewolf 
registry, like the Animagus registry, is seriously incomplete. That 
would account for the secrecy. Probably most of the people 
Lupin is visiting aren't registered.

However few they are,  consider the uses of a werewolf who's 
taken his potion, but whose human mind has gone over to the 
Dark Side. Scary, no?  Werewolves who might go over to 
Voldemort have to be identified--who better for the job than 
Remus? And what better cover for ESE!Lupin as he recruits 
those same werewolves for Voldemort!
