It is the gateway to the 'World of the Dead'. That is clear to me. 
This is why Harry can't contact Sirius. (I doubt that Mirror would be 
able to reach between worlds/dimensions/whatever.) However, no one 
killed Sirius. He just crossed the veil - alive. I think that Sirius 
does what so many Great Ones have in stories: Visit the world of the 
deceased in flesh and return with great wisdom.

I also think Albus Dumbledore has done that and he says that the 
death is "the next great adventure" in Book #1.

And, um.. ARE we going to see Aberforth Dumbledore? He's been 
mentioned twice - by Albus Dumbledore who said he was procecuted for 
practising improper spells on goats, held his head up and went about 
his business as usual - and Albus isn't sure whether he can read (and 
this is his brother!). Moody says he's strange, and that's about it - 
(peresent tense, so he is alive).

Albus not knowing if he can read..)! Still, Aberforth was member of 
the Original Order of the Phoenix... Dunno, maybe Aberforth will be 
the next DADA teacher who has only practical lessons and frequently 
tells Hermione off for keeping her nose in books instead of having a 
nice, healthy exercise outdoors, and has never-ending, brotherly 
arguements with Albus...
