Myrtle will never do anything redeeming to earn her afterlife. It's 
not as if she was subjected to such intense cruelty that she was 
driven to suicide -- she was just moping in the bathroom, because 
someone teased her about her glasses, which is a thing you just have 
to get over. (If it were that big a deal, we nearsighted people would 
be extinct.) Remember also that Myrtle didn't suffer in silence, but 
went after the person who had teased her and harassed her to the 
point of legal action.

If Myrtle was a kindly spirit who offered refuge to other unhappy 
girls instead of moaning and flooding the place and making an entire 
facility unusable, I could see her "going on", but I still say NHN, 
who has admitted his fault and accepted the consequences, is the 
ghost most likely...
