Harry has never been really able to consider 'the Dursleys house' as
his home. I mean just think of it - in his years in the cupboard he
wished for an unknown relation to come and take him away. You don't
usually wish to get away from home, do you? He goes to Hogwarts, that
is more a home to him than the Dursleys' place ever. This is also one
reason why Harry felt so strongly about saving the Philosopher's
stone and most of the others. (Umbridge spoiled Hogwarts for him)
Sirius is the one who offered him a home - and 12 Grimmauld Place
would not have been that, either.
In each book, Harry's desire to leave Dursleys (and Vernon's wish to
be rid of him) grows, as well as his awareness that Dursleys' place
is not his home and never was. Once he has fully realised that,
(particularly now he's grieving for Sirius) the protection is off.
I think that's another error of Dumbledore's - Harry may live in a
house where his mother's blood dwells, but he still is not truly able
to call it his home, and never was. I don't recall Harry ever
referring to 4 Privet Drive as "home".
BTW- remember Mark Evans? Though he is just a 10-year old, well...
EVANS. Lily's (and Petunia's) maiden name was Evans. So um - what if
Mark Evans is Harry's (and Dudley's) second cousin or something from
mother's side, and Dumbledore just didn't know about that?
