Well, there is being related and there are relatives.  According to 
one of my cousins, we're related to both President Nixon and 
President Carter. I have yet to get a Christmas card from either 
one! ;-) But what I mean is, I think the Weasley family and the 
Malfoy family may be very closely related.

There is a lot of animosity between Arthur and Lucius. It seems far 
more personal than just politics. Even though Ron has never met 
Draco, he's heard his father talking about Lucius.  I would say, that 
whether or not I'm right about their being related, Arthur and Lucius 
have a history. Much like Snape and the Marauders.
