It's not DD that one has to watch in this episode. 
It's Bagman. He's the first to quote the rules, to say that Harry
must compete, something I missed first time round. He seems
inordinately pleased at the idea too,  especially after Crouch Snr
backs him up. Then Crouch!Moody adds his fourpenn'oth.  It is 
these three that quote rules, magical contracts and all the rest
of the guff. DD remains remarkably quiet, asking Harry if he had
entered his name and finally ruling that both Cedric and Harry
will compete.

With  hindsight we know that Crouch!Moody was a fake, Crouch Snr
was under tremendous pressure and Bagman is regarded by many
as a baddun. Nobody seems interested in Harry's opinion, not even 
DD. 

The inference is that DD accepts that someone has pulled a fast one
but seems surprised that Crouch Snr is going along with it. Twice he
attempts to persuade Barty to stay, if only for a drink - close chat
between old acquaintances, perhaps? But no, Barty won't stay.
Crouch!Moody and Bagman he all but ignores, which is not what
one would expect. Alastor is supposed to be an old friend after all;
does DD behave as if he is? Not in my book. DD is on his guard,
Harry is being inveigled into some scam and he ignores the DADA
ex-Auror teacher he has specifically recruited for this school year. 
Crouch is the one he concentrates on. 

IMO magical contracts are irrelevent to DD. He'd twist  them like
corkscrews to  protect Harry. No, I suspect that he feels letting
Harry  compete is the safest option; all the action will be out in
the open where he can see and maybe intervene. Much better than
a plot hidden behind closed doors involving who knows what.
A calculated risk to  expose malefactors while giving Harry a
sporting chance. So Harry is stuck with a contract he didn't make.

But I doubt DD foresaw the Cup portkey.
