I suspect there may have been ways around Harry having
to compete, but I also think the 'path of least
resistance' was to just let things move forward.
Alternative solution may have taken time and held up
the tournement, or any one of many other possible
speculations.

That makes sense. The tournament was reasonably safe
given the tasks they were presented with. There was
always someone standing by to help the champions if
things got out of hand (wizards w/ extinguishing
spells at the dragon task, etc). So no reason to
hold things up if it could be avoided.
Still, I can't help but wonder if DD suspected
something evil was afoot? After all, if fake Moody
was right in saying that it would've taken a skilled
wizard to fool the goblet one must ask what is their
purpose for doing so.
