It's mentioned somewhere in PoA or GoF (sorry, don't have the books
with me) that people in Azkaban usually lose their magical power to
the Dementors within a few weeks. So by putting the DEs in Azkaban,
the Ministry probably thought they were condemning them to lose their
magic.
Of course, everyone we know personally in the text seem to be
exceptions to this rule. Sirius escaped it because 1. the Dementors
couldn't feed off his knowledge of his innocence and 2. he could turn
into a dog when it got too bad. I'm guessing the Death Eaters who
escaped were able to cling to their sadness at the loss of Voldemort
to keep their sanity and magic, though that's never stated. Hagrid
probably wasn't there long enough. So loss of magic may occur less
than the public believes. Still, it seems to be possible.
