But what about Dudley? He is Harry's cousin by blood -- Lily's nephew.  That 
still counts as a blood relation on his mother's side.  Even if Petunia were 
murdered, Harry would still have a home at Privet Drive if *Dudley* lived 
there and allowed him to stay.

(Yes, I think this is unlikely as things stand now, especially since the 
widowed Vernon would certainly not allow it if *he* were in charge, which he 
probably would be.  I can think of two things might provide a bond between 
Dudley and Harry which would override Vernon; one would be Dudley showing 
magical abilities, and the other would be an attack by Voldemort or his 
henchbeings on the Dursley house in which Dudley *had* to depend on Harry 
for defense and protection.)
