I don't think he's doing that although he could be.  I'm not sure Lupin is very in touch with other were wolves of course I could be wrong about that.  However, their is one thing that I think we all forget.   Remus as we just found out is a half-breed.  Perhaps, he is working with the muggle governments.  If Voldemort comes out full strength they will have to alert the muggles to some extent.
