Actually, I can think of a reason that Sirius would've had a portrated painted. Anyone see "Scream 3"? (Shining example of cinema that it is...). My fav character Randy dies in Scream 2. In Scream 3, the main characters watch a video made by him. He was afraid that he would die, so he made a video to help everyone in case he wasn't around to do it himself. I could see Sirius doing the same thing. I'm sure that he had a suspicion that he would die sometime (he was on the run from almost everyone in the WW -- and the muggle world to boot). If he knew things that would've been of help, he might have had a portrait made so that he could help them if he wasn't around. Even if he didn't have things that he thought were of supreme importance, he might've still wanted to be around to give whatever help he could.
