Interesting ideas!  Suddenly I recall a dream of Harry's where Draco 
is riding a dragon.  It was about a quiddich game, I think.  Was 
that the one where they had replaced Harry with Neville?  (Not sure 
of which book)

I think Norbert is on a preserve where Charlie Weasley works.  But 
who's to say that everyone on staff is on DD's side, or that a group 
of DE's don't also have a dragon farm?
