I think that Bill go the dragon tooth earring from Charlie, seems 
most logical, or that he could just buy it, he did also have dragon 
skin boots and the kids have dragon's hide gloves.

The ghoul:
  Maybe the ghoul just showed up at the house. They say it eats 
children, so maybe with that many children a ghoul just couldn't 
resist, and when Arthur and Molly found it they couldn't dispatch of 
it so they just used magic to confine it to where it was, the attic.
Or maybe in this wizarding world a ghoul is just a ghost that always 
was a ghost, and they breed like dementors, except instead of decay 
they grow or show up in places where there are children to scare.
