The basilisk knows when to strike the same way a police dog knows: a 
signal from the handler. As for TR and the random pureblood, dumb 
luck. The basilisk kills by eye contact and according to FBWTFT, "are 
as dangerous to most Dark wizards as to anybody else," as they can 
only be controlled by Parselmouths.
