I've wondered about is how did the basilisk (or TR) know when to
strike so that only Muggle-borns would be petrified? What was there
to stop a pure-blood from walking around the corner at the wrong time?

The Sergeant Majorette says
The basilisk knows when to strike the same way a police dog knows: a
signal from the handler. As for TR and the random pureblood, dumb
luck. The basilisk kills by eye contact and according to FBWTFT, "are
as dangerous to most Dark wizards as to anybody else," as they can
only be controlled by Parselmouths.
