No. It gives no information nor truth, but the hearts' desire. 
Considering how Harry feels about Dursleys - that he's spent TEN 
years hoping for some unknown relation to rescue him - he's 
definitely NOT seeing Petunia in that mirror of his heart's desire! 
What Harry wants most is to LEAVE the Dursleys, so why would he see 
any of them in a mirror reflecting his heart's desire? What 
the 'absence' of Petunia tells us, is that Harry has absolutely no 
desire to be with them.
