I like this idea, but I suspect the reason Flitwick doesn't drink is because 
his small stature and low body weight mean that an alcoholic beverage 
suitable for a normal-sized human *would* make him drunk, whether he's part 
house-elf or not.  In fact, that may be the reason why butterbeer affects 
house-elves and not humans, even teenagers.
