Okay, the only passage I know of describing Dumbledore's watch says
this: "It had twelve hands but not numbers; instead, little planets
were moving around the edge."  ...Maybe the watch shows "what's in the
stars" for the people (if it is people) that the hands represent--thus
explaining not only how Dumbledore knows things about things, but also
how he so often *pre-empts* what is going to happen to them.  Plus, it
could still be vague enough to explain why he doesn't know
*everything* and can even be wrong sometimes.
