I don't think the Dementors were ever meant to kiss Harry. They were 
sent with the knowledge that Harry could do the Patronus and that two 
were no threat to him. He would do the magic, and get expelled (with a 
nice article in the DP about crazy HP using magic away from school), 
and one of the ministry's problems would be solved.

The fact the the Dementors attacked Dudley shows just how uncontrollable 
and dangerous the guardians of Azkaban really are.
