As regards the weather yes, but dates and such do not fall into the 
forecasting of the weather.

Yes, he was, but Jim said it in 1981, and Hagrid remembered it 10 
years later.  
I remember my father's death which occured close to his birthday.
However, I do not have the exact day of his death, but when I refer 
to his death I connect it with his birthday.
It is a mnemonic, plain and simple.
