Why Was Hagrid Left Out of the Order?

Hagrid was in the Order the first time around: Woes Of Mrs. Weasley 
pg. 174 U.S. "That's Edgar Bones...brother of Amelia Bones, they got 
him and his family took he was a great wizard...Sturgis Podmore, 
blimey, he looks young...Caradoc Dearborn, vanished six mnths after 
this, we never found his body...Hagrid, of course, looks exactly the 
same as ever..." 

I think Hagrid is mentioned as being in the Order this time around 
also but I just can't remember where it says at the moment.
